The big four supermarkets could possibly face fines as a new regulator to judge disputes between retailers and their suppliers looks likely to get the go ahead from the Competition Commission.

The regulator could be able to fine Tesco, Asda, Sainsbury's and Morrisons for applying excessive price cuts and charging suppliers for shelf space for new products and keeping products on shelves.

The commission could also call for changes to the planning permission system to prevent supermarkets holding monopoly positions in local areas.
